The layout of Sea Lion Caves is a wonder of nature. You can park north and south along U.S. 101 for free, and you can walk to the edge of the cliff to see the Pacific ocean, but you have to pay to go into the attraction to get to a point where you can see the sea lions. You also get to go into the cave.
